14. When applying for study at Bachelor’s and Master’s programs in full-time education for seats under contracts on rendering paid educational services PEI HE OI HPS sets the following time limits:

1) start date for acceptance of documents for admission - June 1, 2016;

2) end date for acceptance of documents for admission from applicants on the results of entrance examinations conducted by the Institute itself – in Bachelor’s program – July 26, 2016; - on Master's Program - August 20, 2016.

3) end date of entrance examinations conducted by the Institute referred to in paragraph 18 of Admission Regulations - August 20, 2016, end date of acceptance of documents for admission from persons entering without passing these entrance examinations - August 20, 2016.

15. For persons entering in Bachelor’s and Master’s programs for extramural form of study for seats under contracts on rendering paid educational services, acceptance of documents is carried out throughout the academic year with the formation of study groups with vacant seats:

1) start date of acceptance of documents for admission - June 1, 2016;

2) end date of entrance examinations conducted by the Institute itself, end date of acceptance of documents for admission from persons entering without passing these entrance examinations - March 30, 2017.

3) information on time limits of entrance examinations is on the official website of the Institute.

15.1. Period for acceptance of documents for persons permanently residing in the Crimea for seats under contracts for rendering paid educational services in Bachelor’s and Master’s programs is the same as for other persons.

27. Priority right of admission is given to the following persons:

1) orphaned children and children without parental care, as well as persons belonging to orphans and children without parental care;

2) disabled children, disabled persons of groups I and II, which according to the assessment report of the federal institution of medico-social expertise are not contraindicated to study in respective educational institutions;

3) citizens under the age of twenty years, having only one parent - a disabled person of group I, if the average family income is below the level of the subsistence minimum established in the subject of the Russian Federation at the place of residence of these citizens;

4) citizens who have been exposed to radiation as a result of the Chernobyl disaster and who are subject to the Law of the Russian Federation on May 15, 1991 № 1244-1 “On social protection of citizens exposed to radiation as a result of the disaster at the Chernobyl Atomic Electric Power Station”;

5) children of military personnel killed in the line of military duties or died as a result of injury (trauma, contusion) or diseases, suffered by them in the line of military duties, including the participation in counterterrorist operations and (or) other operations to combat terrorism;

6) children of deceased (dead) Heroes of the Soviet Union, Heroes of the Russian Federation and Full Cavaliers of the Order of Glory;

7) children of law enforcement officials, agencies and bodies of the correctional system, federal fire-fighting service of the State Fire-Fighting Service, narcotics and psychotropics control authorities, customs authorities, dead as a result of injury or other damage to health in the line of duties or as a result of disease suffered by them in the line of duties in these institutions and bodies, and children who are dependent on them;

8) children of public prosecution officers, dead as a result of injury or other damage to health in the line of duties in procuracy authorities or after dismissal because of injury in connection with their official duties;

9) military personnel who do contracted military service, and continuous duration of contracted military service of which is not less than three years, as well as citizens who passed compulsory military service and admitted on officers in command recommendations, issued to citizens in the order established by the federal executive body in which military service is provided by federal law;

10) citizens, who not less than three years do contracted military service in the Armed Forces of the Russian Federation, other troops, military formations and bodies on the military posts and dismissed from service on the grounds provided by subparagraphs “b” – “d” of paragraph 1, subparagraph “a” of paragraph 2 and subparagraphs “a” – “c” of paragraph 3 of article 51 of the Federal law dated March 28, 1998 № 53-FL “on military duty and military service”;

11) disabled soldiers, combatants and war veterans from persons referred to in subparagraphs 1-4 of paragraph 1 of Article 3 of the Federal Law dated January 12, 1995 № 5 - Federal Law “On Veterans”;

12) citizens who directly participated in the testing of nuclear weapons, radiological warfare agents in the atmosphere, nuclear weapons under the ground, in warfare exercise with the use of weapons and radiological warfare agents prior to the date of the actual termination of these tests and training exercises, direct participants in the liquidation of radiation accidents at nuclear installations of surface vessels and submarines and other military facilities, direct participants of performance and support of works for collection and disposal of radioactive substances, as well as direct participants in the liquidation of the consequences of these accidents (military personnel and civilian employee personnel of the Armed Forces of the Russian Federation, military personnel of internal troops of the Ministry of internal Affairs of the Russian Federation, persons serving in the railway troops and other military units, law enforcement officers of the Russian Federation and the federal fire-fighting service of State fire-fighting service);

13) military personnel, including soldiers of Internal Troops of the Ministry of Internal Affairs of the Russian Federation, members of the Russian Federation internal affairs bodies, correctional system, federal fire-fighting service of State fire-fighting service that performed tasks in armed conflict in the Chechen Republic and adjacent territories of a zone of armed conflict, and said military personnel, running missions in counter-terrorist operations in the North Caucasus region.


- Information about the possibility of passing entrance examinations conducted by the organization itself, in the language of the Russian Federation, on territory of which the organization is located (hereinafter - the language of the Russian Federation), in a foreign language (in the case of conducting such examinations)

Features of admission for study for persons permanently residing in the Crimea  

116. When applying for study the persons permanently residing in the Crimea for seats under contracts on rendering paid educational services the following features are set: 

1) PEI HE OI HPS sets a list of entrance examinations for admission of persons permanently residing in the Crimea, apart from the list of entrance examinations set for the admission of other persons sets the list of entrance examinations and the minimum amount of points for admission of persons permanently residing in the Crimea, excluding provisions of paragraph 24 Admission regulations;

2) number of entrance examinations and the minimum amount of points for admission of persons permanently residing in the Crimea may not exceed the number of entrance examinations and the minimum amount of points set for the admission of other persons;

3) upon admission of persons permanently residing in the Crimea, for study under Bachelor’s programs

а) for applicants on the basis of general secondary education:

- establishes general education entrance examination in a foreign language in English, French, German or Spanish language, and by the decision of the Institute on the basis of personal application of intending student - in other foreign language;

b) for applicants on the basis of vocational education sets the same number and list of entrance examinations for persons permanently residing in the Crimea, entering on the basis of general secondary education;

c) in establishing general education entrance examinations in general subjects in which USE is conducted, the Institute admits intending students on the basis of USE results and (or) on the results of entrance examinations conducted by the Institute itself;

d) The Institute sets the minimum amount of USE points for acceptance of USE results as the results of entrance examination in accordance with paragraphs 3 and 4 of Article 70 of the Federal Law N 273-FL;

e) establishes special rights provided for in paragraphs 26 and 28 of the Admission regulations, and the benefits provided for in paragraph 29 of the Admission regulations for admission of persons permanently residing in the Crimea, excluding paragraph 32 of the Admission regulations; these special rights and benefits do not differ from the special rights and benefits established for the admission of other persons;

f) for winners of school competitions sets the amount of points specified in paragraph 33 of Regulations in the amount of 60 points.

117. Persons who are permanently resident in the Crimea are admitted under contracts for rendering paid educational services - at the choice of the said persons under the conditions stipulated in paragraph 116 of the Admission Regulations, or without these conditions.

118. Under Bachelor’s programs:

1) person permanently residing in the Crimea can enter to study in each organization in paragraph 43 of the Admission Regulations, for each of specialties, and each of the fields of study referred to in paragraph 43 of the Admission Regulations according to the same terms of admission (referred to in subparagraphs 1-2 of paragraph 7 of the Admission Regulations) and the same grounds of admission for state-financed openings and general state-financed openings and seats on contracts for rendering paid educational services; while the indicated person is admitted in compliance with the provision specified in subparagraph 2 of this paragraph;

2) the number of organizations located outside the territory of Crimea, in which the person is entitled to apply for admission simultaneously under the conditions stipulated in paragraph 116 of Admission Regulations, is not more than 3. Compliance with this provision is recorded in the application for admission with the certification by the personal signature of the said person;

3) a person permanently residing in the Crimea could use special rights referred to in paragraph 46 of the Admission Regulations on the same terms of admission (specified in subparagraphs 1-2 of paragraph 7 of the Admission Regulations).

119. The admission of persons permanently residing in the Crimea to study under Bachelor’s programs for seats under contracts on rendering paid educational services is carried out by the choice of applicants on the basis of USE results and (or) the results of entrance examinations conducted by the institution of higher education itself. Applicants can pass these entrance examinations regardless of whether they have USE results.

Thus PEI HE OI HPS establishes entrance examinations in general subjects, on which USE is conducted than the said persons may pass these entrance examinations conducted by the Institute itself, or pass these entrance examinations, along with USE results as the results of other entrance examinations, or to represent USE results as the results of these entrance examinations.


Information on the accounting methods of individual achievements of applicants 

Applicants are entitled to provide information about their individual achievements, the results of which are taken into account when applying for study. Accounting of the results for individual achievements is carried out by awarding points for individual achievement and (or) as an advantage with equal criteria of ranking the lists of applicants. Points awarded for individual achievements include the amount of competitive points. An applicant submits documents confirming the receipt of the results of individual achievements.

35. When applying for Bachelor’s program the Institute awards points for the following individual achievements:

а) status of champion and winner of the Olympic Games, Paralympic Games and the Deaflympics, World Champion, European Champion, persons who were the first at the World Championship, the European Championship for sports included in the program of the Olympic Games, Paralympic Games and the Deaflympics, the gold badge of merit of All-Russian physical culture and sports complex “Ready for labor and defense" (RLD) and duly issued identity card - when entering on specialties and fields of study, not related to the specialties and fields of study in physical culture and sports (not used for gain advantages when applying for study under the specific conditions of admission and specific grounds of admission) - 5 points;

b) general certificate of secondary education with honors, or certificate of secondary (full) general education for the persons awarded a gold medal or a certificate of secondary (full) general education for the persons awarded a silver Medal - 5 points;

c) a diploma of secondary vocational education with honors - 5 points;

d) implementation of volunteer activity (if no more than 4 years have passed from the date of the completion of the period of this activity until the end day of acceptance of documents and passing entrance examinations) - 5 points;

e) participation and (or) the results of participation of applicants in Academic Olympics (not used for getting special rights and (or) benefits when applying for study in the particular set of admission terms) and other intellectual and (or) creative competitions, sports events physical training activities held to identify and support individuals who have shown outstanding abilities - 5 points.

36. When applying for study under Bachelor’s programs, an applicant is awarded: no more than 10 points in total.

37. When applying for study under Master's programs the Institute awards points for the following individual achievements:

а) status of champion and winner of the Olympic Games, Paralympic Games and the Deaflympics, World Champion, European Champion, persons who were the first at the World Championship, the European Championship for sports included in the program of the Olympic Games, Paralympic Games and the Deaflympics, the gold badge of merit of All-Russian physical culture and sports complex “Ready for labor and defense" (RLD) and duly issued identity card - when entering on specialties and fields of study, not related to the specialties and fields of study in physical culture and sports (not used for gain advantages when applying for study under the specific conditions of admission and specific grounds of admission) - 5 points;

b) honors degree - 5 points;

c) implementation of volunteer activity (if no more than 4 years have passed from the date of the completion of the period of this activity until the end day of acceptance of documents and passing entrance examinations) - 5 points;

38. When applying for stusy under Master’s programs an applicant is awarded no more than 10 points in total for individual achievements, referred to in subparagraphs “a” – “c” of paragraph 37 of the Admission Regulations.

Information about the specifics of entrance examinations for persons with disabilities 

81. The Institute provides entrance examinations for applicants from among persons with disabilities, and (or) physically challenged persons (hereinafter together - applicants with disabilities), taking into account the peculiarities of their mental and physical health, their individual abilities and state of health (further – individual differences).

82. The Institute created material and technical conditions to provide unhampered access of applicants with disabilities to classrooms, toilets and other rooms, as well as their stay in these rooms.

83. Entrance examinations for applicants with disabilities are held in a separate classroom.

The number of applicants with disabilities should not exceed 12 people in one classroom.

The presence of a larger number of applicants with disabilities is allowed in the classroom during entrance examinations, as well as conducting entrance examinations for applicants with disabilities in the same classroom together with other applicants, if it does not create difficulties for applicants during entrance examinations.

The presence of an assistant from among the employees of the Institute or the involved persons that provide the necessary technical assistance taking into account their individual abilities (to take a seat, move, read and complete a task, communicate with teachers, conducting an entrance examination) is allowed in the classroom during entrance examinations.

84. The duration of entrance examination for applicants with disabilities is increased by 1 hour.

85. Applicants with disabilities are provided with a guide in an intelligible form on procedure of conducting entrance examinations.

86. Applicants with disabilities during the entrance examination may use technical means necessary to them due to their individual health conditions.

87. During entrance examinations the following additional requirements are provided depending on individual health conditions of applicants with disabilities:

а) for blind:

- tasks on entrance examination are made in Braille type or as an electronic document, accessible via computer with specialized software for blind, or are read out loud by an assistant;

- written assignments are made on a computer with specialized software for blind or are dictated by an assistant;

- written assignments are made on paper in Braille type or on a computer with specialized software for blind or are dictated by an assistant;

- to perform tasks applicants are given a set of writing instruments and paper for writing in Braille type, computer with specialized software for blind;

b) for vision-impaired:

-  they are provided with individual uniform illumination not less than 300 lux;

- to perform tasks applicants are provided with magnifying device, if necessary; it is possible to use their own magnifying devices;

- tasks, as well as an instruction on procedure of conducting entrance examinations are made in large type;

c) deaf and hearing-impaired are provided with sound-amplifying equipment for collective use, if necessary, applicants are provided with sound-amplifying equipment for personal use;

d) deaf-blind are provided with sign language interpreter (in addition to the requirements, performed respectively for blind and deaf);

e) for individuals with severe articulation disorders, deaf, hearing-impaired individuals entrance examinations conducted orally shall be conducted in writing;

f) for persons with disordered motor activity of upper extremities or absence of upper extremities:

- written assignments are made on a computer with specialized software or are dictated to an assistant;

- entrance examinations are conducted orally in the form of testing.

88. The conditions referred to in paragraphs 82-87 of Admission Regulations, are provided to applicants at the basis of an application for admission, containing information about the need for making appropriate special conditions.

89. The Institute may conduct entrance examinations for persons with disabilities using remote technologies.

Rules of taking and hearing appeals on the results of entrance examinations conducted by the organization itself  

90. According to the results of entrance examinations conducted by the Institute itself an applicant (authorized person) has the right to take an appeal to the appeal commission on violation, according to an applicant, of the established procedure for conducting an entrance examination and (or) disagreement with the estimated result of an entrance examination.

91. The appeal is taken by one of the ways specified in paragraph 52 of the Admission Regulations.

92. During the hearing of an appeal, the established procedure of the entrance examination is reviewed and (or) the accuracy of assessing the results of entrance examinations.

 93. An appeal is taken on the day of announcement of the results of an entrance examination or the next business day. The appeal on the violation of the established procedure of conducting an entrance examination may also be filed on the day of the entrance examination.

 94. Appeal proceeding shall be held not later than the next business day after the date of its filing.

 95. An applicant (authorized person) has the right to be present at the appeal proceeding. One of the parents or legal representatives may be present with minor applicant (under 18), except minors acting in their individual capacity before attaining majority in accordance with the law.

96. After appeal proceeding, the Appeals Commission makes a decision to change the estimated results of an entrance examination or leave this grade unchanged. As reflected in minutes a decision of the appeal committee shall be brought to the notice of an applicant (authorized person). The Fact of review by an applicant (authorized person) of the decision of the appeal commission shall be signed by an applicant (authorized person).

97. In the case of conducting an entrance examination with the use of remote technologies the Institute provides appeals proceeding with the use of remote technologies.
Information on the need (no need) to have compulsory preliminary medical examination  

At the admission in the field of study of higher education “13.03.02 Power and electrical engineering”, included in the List of specialties and fields of study, for admission on which applicants pass compulsory preliminary medical examinations pursuant to the procedure established by the conclusion of the labor contract or service contract for the respective position or specialty, approved by Resolution of the Russian Federation Government dated August 14, 2013 № 697, an applicant gives original or copy of a medical certificate (form 086-у), containing information on a medical examination in accordance with the list of medical specialists, laboratory and functional tests established by order of the Ministry of Health and Social Development of the Russian Federation dated April 12, 2011 № 302n “On approval of lists of harmful and (or) hazardous production factors and works, under which a compulsory preliminary and periodic medical examinations are carried out, and the procedure for the conduct of compulsory preliminary and periodic medical examinations (surveys) of workers engaged in heavy work or work in harmful and (or) dangerous working conditions.” Medical certificate is valid if it is received on or after the year until the end day of documents acceptance and entrance examinations.

A medical certificate, which an applicant shall submit when applying for study, should have medical records during the medical examination of the following medical specialists: a therapist, an ophthalmologist, a psychiatrist, a narcologist, a gynecologist, and also contain information about laboratory and functional tests (clinical blood analysis, clinical urine analysis, blood glucose, cholesterol, ECG, chest X-ray examination).

Information on special rights and benefits referred to in paragraphs 28 and 29 of the Procedure and due to levels of Olympiads of school students, - on various conditions of admission 

28 The winners and medalists of Olympiads conducted as prescribed by the federal executive authority performing functions on formulation of State policy and legal and regulatory framework in the field of education (hereinafter – Olympiads of school students), for 4 years following the year of the respective Olympiad, are provided with the following special rights when applying for Bachelor’s program and (or) the fields of study, corresponding to the profile of Olympiad of school students:

1) admission without entrance examinations to study under Bachelor’s programs in the fields of study corresponding to the profile of Olympiad;

2) be equated to the persons who got the maximum points of USE in general subjects, corresponding to the profile of Olympiad.

Special rights referred to in paragraphs 1 and 2 of this paragraph may be provided to one and the same applicant. In case of special right referred to in subparagraph 2 of this paragraph, an applicant is set the highest result (100 points) of the corresponding entrance examination (s).

29. Persons mentioned in paragraphs 26 and 28 of the Admission Regulations are granted benefit by equating to persons who got the maximum points of USE (100 points) on a general subject, if the general subject corresponds to the profile of Olympics or champion status (winner) in the field of sport.
